The Sovereignty of God

To begin this Bible study, several key truths need to be highlighted from Scripture:

To fully grasp the concept of the sovereignty of God and how the free will of mankind functions within it is surely beyond the ability of the mortal mind.

Romans 11:33-36

Oh, the depth of the riches both of the wisdom and knowledge of God! How unsearchable are His judgements and His ways past finding out!

“For who has known the mind of the Lord?
Or who has become His counsellor?”
“Or who has first given to Him
And it shall be repaid to him?”

For of Him and through Him and to Him are all things, to whom be glory forever. Amen.

God knows all. He is omniscient, with infinite understanding.

1 John 3:20

For if our heart condemns us, God is greater than our heart, and knows all things.

Psalm 147:5

Great is our Lord, and mighty in power;
His understanding is infinite.

God is almighty and sovereign, orchestrating all things according to His will. Nothing exists outside of Him.

Psalm 115:3

But our God is in heaven;
He does whatever He pleases.

Isaiah 46:9-10

Remember the former things of old,
For I am God, and there is no other;
I am God, and there is none like Me,
Declaring the end from the beginning,
And from ancient times things that are not yet done,
Saying, ‘My counsel shall stand,
And I will do all My pleasure,’

Daniel 4:35

All the inhabitants of the earth are reputed as nothing;
He does according to His will in the army of heaven
And among the inhabitants of the earth.
No one can restrain His hand
Or say to Him, “What have You done?”

Romans 8:29-30

For whom He foreknew, He also predestined to be conformed to the image of His Son, that He might be the firstborn among many brethren. Moreover whom He predestined, these He also called; whom He called, these He also justified; and whom He justified, these He also glorified.

Romans 11:36

For of Him and through Him and to Him are all things, to whom be glory forever. Amen.

Ephesians 1:11

In Him also we have obtained an inheritance, being predestined according to the purpose of Him who works all things according to the counsel of His will,

Philippians 2:12-13

Therefore, my beloved, as you have always obeyed, not as in my presence only, but now much more in my absence, work out your own salvation with fear and trembling; for it is God who works in you both to will and to do for His good pleasure.

Colossians 1:16-17

For by Him all things were created that are in heaven and that are on earth, visible and invisible, whether thrones or dominions or principalities or powers. All things were created through Him and for Him. And He is before all things, and in Him all things consist.

God is good.

Psalm 100:5

For the Lord is good;
His mercy is everlasting,
And His truth endures to all generations.

James 1:17

Every good gift and every perfect gift is from above, and comes down from the Father of lights, with whom there is no variation or shadow of turning.

God is just.

Deuteronomy 32:4

He is the Rock, His work is perfect;
For all His ways are justice,
A God of truth and without injustice;
Righteous and upright is He.

Psalm 89:14

Righteousness and justice are the foundation of Your throne;
Mercy and truth go before Your face.

God is love.

1 John 4:8

He who does not love does not know God, for God is love.

1 John 4:16

And we have known and believed the love that God has for us. God is love, and he who abides in love abides in God, and God in him.

Within the awesome truths of God’s omniscience and sovereignty, the following truths are also revealed through Scripture:

1) God desires relationship with us.

Genesis 3:8-9

And they heard the sound of the Lord God walking in the garden in the cool of the day, and Adam and his wife hid themselves from the presence of the Lord God among the trees of the garden.

Then the Lord God called to Adam and said to him, “Where are you?”

John 3:16

For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.

John 17:3

And this is eternal life, that they may know You, the only true God, and Jesus Christ whom You have sent.

Revelation 3:20

Behold, I stand at the door and knock. If anyone hears My voice and opens the door, I will come in to him and dine with him, and he with Me.

2) God desires for us to submit to Him and abide in Him.

Proverbs 3:5-6

Trust in the Lord with all your heart,
And lean not on your own understanding;
In all your ways acknowledge Him,
And He shall direct your paths.

John 15:4-5

Abide in Me, and I in you. As the branch cannot bear fruit of itself, unless it abides in the vine, neither can you, unless you abide in Me.

“I am the vine, you are the branches. He who abides in Me, and I in him, bears much fruit; for without Me you can do nothing.

Romans 12:1-2

I beseech you therefore, brethren, by the mercies of God, that you present your bodies a living sacrifice, holy, acceptable to God, which is your reasonable service. And do not be conformed to this world, but be transformed by the renewing of your mind, that you may prove what is that good and acceptable and perfect will of God.

James 4:7

Therefore submit to God. Resist the devil and he will flee from you.

3) We have been granted the ability to choose whether to accept or reject Him. We have the freedom to embrace God’s will or resist it.

Deuteronomy 30:19

I call heaven and earth as witnesses today against you, that I have set before you life and death, blessing and cursing; therefore choose life, that both you and your descendants may live;

Joshua 24:15

And if it seems evil to you to serve the Lord, choose for yourselves this day whom you will serve, whether the gods which your fathers served that were on the other side of the River, or the gods of the Amorites, in whose land you dwell. But as for me and my house, we will serve the Lord.”

Psalm 78:41

Yes, again and again they tempted God,

And limited the Holy One of Israel.

Hosea 8:4

“They set up kings, but not by Me;

They made princes, but I did not acknowledge them.


Matthew 23:37

“O Jerusalem, Jerusalem, the one who kills the prophets and stones those who are sent to her! How often I wanted to gather your children together, as a hen gathers her chicks under her wings, but you were not willing!

4) It is God’s desire that all come to repentance and obtain salvation.

Ezekiel 18:23, 32

Do I have any pleasure at all that the wicked should die?” says the Lord God, “and not that he should turn from his ways and live?

For I have no pleasure in the death of one who dies,” says the Lord God. “Therefore turn and live!”

1 Timothy 2:3-4

For this is good and acceptable in the sight of God our Saviour, who desires all men to be saved and to come to the knowledge of the truth.

Titus 2:11

For the grace of God that brings salvation has appeared to all men,

2 Peter 3:9

The Lord is not slack concerning His promise, as some count slackness, but is longsuffering toward us, not willing that any should perish but that all should come to repentance.

5) Not everyone obtains salvation.

Matthew 7:13-14

“Enter by the narrow gate; for wide is the gate and broad is the way that leads to destruction, and there are many who go in by it. Because narrow is the gate and difficult is the way which leads to life, and there are few who find it.

Luke 13:23-24

Then one said to Him, “Lord, are there few who are saved?”

And He said to them, “Strive to enter through the narrow gate, for many, I say to you, will seek to enter and will not be able.

With this introduction serving as a firm foundation, let us continue to explore what the Bible reveals about the sovereignty of God and how He has designed creation to function according to His divine purposes.

God gave dominion over the world to mankind.

Genesis 1:26-28

Then God said, “Let Us make man in Our image, according to Our likeness; let them have dominion over the fish of the sea, over the birds of the air, and over the cattle, over all the earth and over every creeping thing that creeps on the earth.” So God created man in His own image; in the image of God He created him; male and female He created them. Then God blessed them, and God said to them, “Be fruitful and multiply; fill the earth and subdue it; have dominion over the fish of the sea, over the birds of the air, and over every living thing that moves on the earth.”

Psalm 115:15-16

May you be blessed by the Lord,
Who made heaven and earth.
The heaven, even the heavens, are the Lord’s;
But the earth He has given to the children of men.

Psalm 8:4-8

What is man that You are mindful of him,
And the son of man that You visit him?
For You have made him a little lower than the angels,
And You have crowned him with glory and honour.

You have made him to have dominion over the works of Your hands;
You have put all things under his feet,
All sheep and oxen—
Even the beasts of the field,
The birds of the air,
And the fish of the sea
That pass through the paths of the seas.

Psalm 82:6

I said, “You are gods,
And all of you are children of the Most High.

Through the disobedience of Adam and Eve, sin and death entered the world, and all of creation was subjected to futility. Mankind fell under the influence and power of Satan.

Romans 6:16

Do you not know that to whom you present yourselves slaves to obey, you are that one’s slaves whom you obey, whether of sin leading to death, or of obedience leading to righteousness?

John 8:34

Jesus answered them, “Most assuredly, I say to you, whoever commits sin is a slave of sin.

Romans 6:23

For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord.

Genesis 3:6-7

So when the woman saw that the tree was good for food, that it was pleasant to the eyes, and a tree desirable to make one wise, she took of its fruit and ate. She also gave to her husband with her, and he ate. Then the eyes of both of them were opened, and they knew that they were naked; and they sewed fig leaves together and made themselves coverings.

Romans 5:12

Therefore, just as through one man sin entered the world, and death through sin, and thus death spread to all men, because all sinned—

Romans 5:17-19

For if by the one man’s offense death reigned through the one, much more those who receive abundance of grace and of the gift of righteousness will reign in life through the One, Jesus Christ.)

Therefore, as through one man’s offense judgement came to all men, resulting in condemnation, even so through one Man’s righteous act the free gift came to all men, resulting in justification of life. For as by one man’s disobedience many were made sinners, so also by one Man’s obedience many will be made righteous.

1 Corinthians 15:21-22

For since by man came death, by Man also came the resurrection of the dead. For as in Adam all die, even so in Christ all shall be made alive.

John 12:31

Now is the judgement of this world; now the ruler of this world will be cast out.

Luke 4:5-7

Then the devil, taking Him up on a high mountain, showed Him all the kingdoms of the world in a moment of time. And the devil said to Him, “All this authority I will give You, and their glory; for this has been delivered to me, and I give it to whomever I wish. Therefore, if You will worship before me, all will be Yours.”

2 Corinthians 4:4

whose minds the god of this age has blinded, who do not believe, lest the light of the gospel of the glory of Christ, who is the image of God, should shine on them.

1 John 5:19

We know that we are of God, and the whole world lies under the sway of the wicked one.

Though mankind had submitted power over the world to Satan, God upheld the integrity of His Word. He upheld His original declaration of giving dominion over the world to mankind.

Numbers 23:19

“God is not a man, that He should lie,
Nor a son of man, that He should repent.
Has He said, and will He not do?
Or has He spoken, and will He not make it good?

Psalm 89:34

My covenant I will not break,
Nor alter the word that has gone out of My lips.

Psalm 138:2

I will worship toward Your holy temple,
And praise Your name
For Your lovingkindness and Your truth;
For You have magnified Your word above all Your name.

Titus 1:2

in hope of eternal life which God, who cannot lie, promised before time began,

Hebrews 1:3

who being the brightness of His glory and the express image of His person, and upholding all things by the word of His power, when He had by Himself purged our sins, sat down at the right hand of the Majesty on high,

Our sin separated us from a perfectly holy and just God.

Isaiah 59:2

But your iniquities have separated you from your God;
And your sins have hidden His face from you,
So that He will not hear.

Ephesians 2:1-3

And you He made alive, who were dead in trespasses and sins, in which you once walked according to the course of this world, according to the prince of the power of the air, the spirit who now works in the sons of disobedience, among whom also we all once conducted ourselves in the lusts of our flesh, fulfilling the desires of the flesh and of the mind, and were by nature children of wrath, just as the others.

Colossians 1:21

And you, who once were alienated and enemies in your mind by wicked works, yet now He has reconciled

1 Peter 3:18

For Christ also suffered once for sins, the just for the unjust, that He might bring us to God, being put to death in the flesh but made alive by the Spirit,

God manifested Himself as a perfect and sinless man.

John 1:14

And the Word became flesh and dwelt among us, and we beheld His glory, the glory as of the only begotten of the Father, full of grace and truth.

Philippians 2:5-8 (ESV)

Have this mind among yourselves, which is yours in Christ Jesus, who, though he was in the form of God, did not count equality with God a thing to be grasped, but emptied himself, by taking the form of a servant, being born in the likeness of men. And being found in human form, he humbled himself by becoming obedient to the point of death, even death on a cross.

Hebrews 4:15

For we do not have a High Priest who cannot sympathise with our weaknesses, but was in all points tempted as we are, yet without sin.

Jesus defeated sin, death, and Satan through His death and resurrection.

John 12:31

Now is the judgement of this world; now the ruler of this world will be cast out.

Romans 6:9-11

knowing that Christ, having been raised from the dead, dies no more. Death no longer has dominion over Him. For the death that He died, He died to sin once for all; but the life that He lives, He lives to God. Likewise you also, reckon yourselves to be dead indeed to sin, but alive to God in Christ Jesus our Lord.

Colossians 2:15

Having disarmed principalities and powers, He made a public spectacle of them, triumphing over them in it.

2 Timothy 1:10

but has now been revealed by the appearing of our Saviour Jesus Christ, who has abolished death and brought life and immortality to light through the gospel,

Hebrews 2:14-15

Inasmuch then as the children have partaken of flesh and blood, He Himself likewise shared in the same, that through death He might destroy him who had the power of death, that is, the devil, and release those who through fear of death were all their lifetime subject to bondage.

Hebrews 9:26

He then would have had to suffer often since the foundation of the world; but now, once at the end of the ages, He has appeared to put away sin by the sacrifice of Himself.

Jesus, the perfect and sinless Sacrifice, took on our sin and redeemed us to God.

John 1:29

The next day John saw Jesus coming toward him, and said, “Behold! The Lamb of God who takes away the sin of the world!

Romans 8:3-4

For what the law could not do in that it was weak through the flesh, God did by sending His own Son in the likeness of sinful flesh, on account of sin: He condemned sin in the flesh, that the righteous requirement of the law might be fulfilled in us who do not walk according to the flesh but according to the Spirit.

2 Corinthians 5:18-19

Now all things are of God, who has reconciled us to Himself through Jesus Christ, and has given us the ministry of reconciliation, that is, that God was in Christ reconciling the world to Himself, not imputing their trespasses to them, and has committed to us the word of reconciliation.

2 Corinthians 5:21

For He made Him who knew no sin to be sin for us, that we might become the righteousness of God in Him.

Ephesians 1:7-8

In Him we have redemption through His blood, the forgiveness of sins, according to the riches of His grace which He made to abound toward us in all wisdom and prudence,

Hebrews 10:12-14

But this Man, after He had offered one sacrifice for sins forever, sat down at the right hand of God, from that time waiting till His enemies are made His footstool. For by one offering He has perfected forever those who are being sanctified.

Through Jesus Christ, we have salvation, eternal life, and we abide in the love of God.

John 3:16

For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.

Romans 5:8-9

But God demonstrates His own love toward us, in that while we were still sinners, Christ died for us. Much more then, having now been justified by His blood, we shall be saved from wrath through Him.

Romans 6:23

For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord.

Romans 8:38-39

For I am persuaded that neither death nor life, nor angels nor principalities nor powers, nor things present nor things to come, nor height nor depth, nor any other created thing, shall be able to separate us from the love of God which is in Christ Jesus our Lord.

Romans 10:9-10

that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation.

1 John 5:11-12

And this is the testimony: that God has given us eternal life, and this life is in His Son. He who has the Son has life; he who does not have the Son of God does not have life.

Jesus has absolute authority.

Matthew 28:18

And Jesus came and spoke to them, saying, “All authority has been given to Me in heaven and on earth.

Ephesians 1:20-22

which He worked in Christ when He raised Him from the dead and seated Him at His right hand in the heavenly places, far above all principality and power and might and dominion, and every name that is named, not only in this age but also in that which is to come.

And He put all things under His feet, and gave Him to be head over all things to the church,

Philippians 2:9-11

Therefore God also has highly exalted Him and given Him the name which is above every name, that at the name of Jesus every knee should bow, of those in heaven, and of those on earth, and of those under the earth, and that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father.

Mankind still has dominion over this fallen world, but through Jesus Christ, we are reconciled to God. As born-again believers, we have access to God's life and power, and He works through us. We are His representatives and ambassadors on the earth, with His Spirit dwelling within us.

Genesis 20:7

Now therefore, restore the man’s wife; for he is a prophet, and he will pray for you and you shall live…

[Note: Notice how God appeared to Abimelech in a dream. He didn’t heal him straight; he was healed once Abraham had prayed for him.]

Exodus 14:15-16, 21

And the Lord said to Moses, “Why do you cry to Me? Tell the children of Israel to go forward. But lift up your rod, and stretch out your hand over the sea and divide it. And the children of Israel shall go on dry ground through the midst of the sea.

Then Moses stretched out his hand over the sea; and the Lord caused the sea to go back by a strong east wind all that night, and made the sea into dry land, and the waters were divided.

2 Chronicles 16:9

For the eyes of the Lord run to and fro throughout the whole earth, to show Himself strong on behalf of those whose heart is loyal to Him. In this you have done foolishly; therefore from now on you shall have wars.”

Matthew 16:19

And I will give you the keys of the kingdom of heaven, and whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.”

Matthew 18:18

“Assuredly, I say to you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.

Matthew 28:18-20

And Jesus came and spoke to them, saying, “All authority has been given to Me in heaven and on earth. Go therefore and make disciples of all the nations, baptising them in the name of the Father and of the Son and of the Holy Spirit, teaching them to observe all things that I have commanded you; and lo, I am with you always, even to the end of the age.” Amen.

Mark 16:15-18

And He said to them, “Go into all the world and preach the gospel to every creature. He who believes and is baptised will be saved; but he who does not believe will be condemned. And these signs will follow those who believe: In My name they will cast out demons; they will speak with new tongues; they will take up serpents; and if they drink anything deadly, it will by no means hurt them; they will lay hands on the sick, and they will recover.”

Acts 1:8

But you shall receive power when the Holy Spirit has come upon you; and you shall be witnesses to Me in Jerusalem, and in all Judea and Samaria, and to the end of the earth.”

Acts 9:15

But the Lord said to him, “Go, for he is a chosen vessel of Mine to bear My name before Gentiles, kings, and the children of Israel.

Acts 18:9-10

Now the Lord spoke to Paul in the night by a vision, “Do not be afraid, but speak, and do not keep silent; for I am with you, and no one will attack you to hurt you; for I have many people in this city.”

Romans 10:14-15

How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear without a preacher? And how shall they preach unless they are sent? As it is written:

“How beautiful are the feet of those who preach the gospel of peace,
Who bring glad tidings of good things!”

2 Corinthians 5:20

Now then, we are ambassadors for Christ, as though God were pleading through us: we implore you on Christ’s behalf, be reconciled to God.

Ephesians 1:22-23

And He put all things under His feet, and gave Him to be head over all things to the church, which is His body, the fullness of Him who fills all in all.

Ephesians 3:20

Now to Him who is able to do exceedingly abundantly above all that we ask or think, according to the power that works in us,

Philippians 2:13

for it is God who works in you both to will and to do for His good pleasure.

James 5:14-16

Is anyone among you sick? Let him call for the elders of the church, and let them pray over him, anointing him with oil in the name of the Lord. And the prayer of faith will save the sick, and the Lord will raise him up. And if he has committed sins, he will be forgiven. Confess your trespasses to one another, and pray for one another, that you may be healed. The effective, fervent prayer of a righteous man avails much.

Through Jesus Christ, we are cleansed, made righteous, and sanctified, but without Him, we face the wrath of God.

Matthew 13:38

The field is the world, the good seeds are the sons of the kingdom, but the tares are the sons of the wicked one.

John 3:18

“He who believes in Him is not condemned; but he who does not believe is condemned already, because he has not believed in the name of the only begotten Son of God.

John 3:36

He who believes in the Son has everlasting life; and he who does not believe the Son shall not see life, but the wrath of God abides on him.”

John 14:6

Jesus said to him, “I am the way, the truth, and the life. No one comes to the Father except through Me.

Romans 1:18

For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who suppress the truth in unrighteousness,

Ephesians 1:7

In Him we have redemption through His blood, the forgiveness of sins, according to the riches of His grace

Ephesians 2:2-3

in which you once walked according to the course of this world, according to the prince of the power of the air, the spirit who now works in the sons of disobedience, among whom also we all once conducted ourselves in the lusts of our flesh, fulfilling the desires of the flesh and of the mind, and were by nature children of wrath, just as the others.

Colossians 3:5-7

Therefore put to death your members which are on the earth: fornication, uncleanness, passion, evil desire, and covetousness, which is idolatry. Because of these things the wrath of God is coming upon the sons of disobedience, in which you yourselves once walked when you lived in them.

1 John 3:8

He who sins is of the devil, for the devil has sinned from the beginning. For this purpose the Son of God was manifested, that He might destroy the works of the devil.

We receive through faith.

John 3:16

For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.

Romans 10:9-10

that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation.

Matthew 17:19-20

Then the disciples came to Jesus privately and said, “Why could we not cast it out?”

So Jesus said to them, “Because of your unbelief; for assuredly, I say to you, if you have faith as a mustard seed, you will say to this mountain, ‘Move from here to there,’ and it will move; and nothing will be impossible for you.

Mark 11:23-24

For assuredly, I say to you, whoever says to this mountain, ‘Be removed and be cast into the sea,’ and does not doubt in his heart, but believes that those things he says will be done, he will have whatever he says. Therefore I say to you, whatever things you ask when you pray, believe that you receive them, and you will have them.

Luke 1:45

Blessed is she who believed, for there will be a fulfilment of those things which were told her from the Lord.”

Romans 1:17

For in it the righteousness of God is revealed from faith to faith; as it is written, “The just shall live by faith.”

Hebrews 11:6

But without faith it is impossible to please Him, for he who comes to God must believe that He is, and that He is a rewarder of those who diligently seek Him.

James 1:6-8

But let him ask in faith, with no doubting, for he who doubts is like a wave of the sea driven and tossed by the wind. For let not that man suppose that he will receive anything from the Lord; he is a double-minded man, unstable in all his ways.

Romans 10:17

So then faith comes by hearing, and hearing by the word of God.

Acts 10:38: how God anointed Jesus of Nazareth with the Holy Spirit and with power, who went about doing good and healing all who were oppressed by the devil, for God was with Him.

Satan does not have authority, but he does have ability. Hence, Jesus refers to him as a “thief”.

Matthew 28:18

And Jesus came and spoke to them, saying, “All authority has been given to Me in heaven and on earth.

John 10:10

The thief does not come except to steal, and to kill, and to destroy. I have come that they may have life, and that they may have it more abundantly.

1 Thessalonians 2:18

Therefore we wanted to come to you—even I, Paul, time and again—but Satan hindered us.

1 Peter 5:8

Be sober [self-controlled], be vigilant; because your adversary the devil walks about like a roaring lion, seeking whom he may devour.

Temptation is from Satan, not from God.

James 1:12-15

Blessed is the man who endures temptation; for when he has been approved, he will receive the crown of life which the Lord has promised to those who love Him. Let no one say when he is tempted, “I am tempted by God”; for God cannot be tempted by evil, nor does He Himself tempt anyone. But each one is tempted when he is drawn away by his own desires and enticed. Then, when desire has conceived, it gives birth to sin; and sin, when it is full-grown, brings forth death.

1 John 2:16

For all that is in the world—the lust of the flesh, the lust of the eyes, and the pride of life—is not of the Father but is of the world.

Mark 1:12-13

Immediately the Spirit drove Him [sent Him out] into the wilderness. And He was there in the wilderness forty days, tempted by Satan, and was with the wild beasts; and the angels ministered to Him.


Is this Bible study comprehensive and infallible? Certainly not. While human understanding is prone to error, the Word of God is without fault and unchanging. This study seeks to humbly reflect the truth revealed in Scripture.

Though God is sovereign, He has entrusted mankind with responsibility and the ability to make choices. This truth may be challenging to accept, yet it is central to understanding His nature and purposes as revealed in Scripture. God did not create us to be mere puppets but to be stewards and participants in His divine plan.

A deeper understanding of the Sovereignty of God lays a firm foundation for receiving greater revelation of the Love of God, which will be explored in the next study. These truths are profoundly interconnected and together help to reveal the heart of God.
